Conformance

This website is designed to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, which is the standard adopted by Section 508 of the Rehabilitation Act, the ADA Title II web rule, and California Government Code § 11546.7 (AB 434).

Measures we have taken on this site include:

• Semantic HTML with a single h1 per page, a logical heading outline, and landmark regions
• Text and interface colors that meet or exceed a 4.5:1 contrast ratio against their backgrounds
• Full keyboard operability, a skip-to-content link, and visible focus indicators
• Respect for the prefers-reduced-motion setting (animations are disabled)
• Content that works without JavaScript and reflows down to 320 px wide without horizontal scrolling
• Descriptive link text and page titles; decorative elements hidden from assistive technology

Known limitations

• The PGP key on the contact page is a long block of machine-readable text; a download link is provided as an alternative.
• The printable capability statement is optimized for print and PDF; please contact us if you need it in another format.
